Delhi Traffic Police Tightens Border Checks as GRAP Stage 1 Takes Effect
Delhi Traffic Police is strengthening interstate coordination under GRAP Stage 1, with a dedicated WhatsApp group, joint inspections and border checks planned to stop non-compliant buses and enforce vehicle entry restrictions from November 1, 2026.
The measures come as the first stage of the Graded Response Action Plan (GRAP) is being implemented in Delhi. The traffic police has emphasised stopping non-compliant intercity and interstate buses at the borders before they enter the city and diverting them to alternative routes.
The directives were issued during an interstate coordination meeting held on Thursday at the Police Headquarters under the chairmanship of Special Commissioner of Police (Traffic) Ajay Chaudhary. Representatives from the police forces and concerned departments of neighbouring states and districts attended the meeting.
The meeting stressed the time-bound implementation of directives issued by the Commission for Air Quality Management (CAQM), with priority given to compliance with the prescribed measures.
Participants also reviewed entry restrictions applicable to vehicles registered outside Delhi from November 1, 2026, to January 31, 2027. The restrictions will apply subject to relevant exemptions and prescribed conditions.
To ensure that motorists are aware of the regulations, the meeting emphasised prominently displaying information boards at Delhi's borders. Officials also discussed forming joint inspection teams to strengthen monitoring and enforcement.
Under the prescribed rules, only eligible electric, CNG and BS-VI diesel buses meeting the specified conditions will be permitted to enter Delhi. The traffic police has stressed that intercity and interstate buses failing to comply with the requirements should be stopped at the borders and diverted to alternative routes.
The proposed WhatsApp group is intended to facilitate prompt communication among the concerned police forces and departments, strengthening coordination on enforcement measures. The border checks, joint inspections and information-sharing arrangements are aimed at ensuring that vehicles comply with the applicable pollution-control requirements before entering the capital.
